I am seeing maybe a few similarities between how kosovo was handled and how Iraq was handled. Can we create order out of chaos?

The success of America's mission in Iraq depends on several factors. Two of which are definition of goals and the core beliefs of the Iraqi people themselves.
Do the Iraqis have the core beliefs foundational to the establishment of lasting democracy? Do they believe that each person has inestimable worth? Do they hold the sanctity of freedom sacred? Do they honor their religion with their hearts?
The answer to all these questions is "No, not while the insurgents breathe." For this reason, selling democracy to Iraq is going to be a real challenge.
